QUEZON CITY — The Department of Labor and Employment (DOLE), through the Institute for Labor Studies (ILS), is supporting regional efforts to strengthen labor market and social resilience as ASEAN labor officials convene for the 29th ASEAN Labor Ministers' Meeting (ALMM) and Related Meetings from 24 to 27 August 2026 in Bangkok, Thailand.

DOLE Secretary Francis N. Tolentino led the Philippine delegation at the Opening Ceremony held in August 2026. Representing ILS at the meeting were ILS Executive Director III Jeanette T. Damo and Senior Labor and Employment Officer Jan Danielle R. Bondad-Tambungui, who provided technical and research support on key labor and employment issues facing the region.

Among the major initiatives under discussion is the proposed ASEAN Declaration on Strengthening Labor Market and Social Resilience, which seeks to strengthen labor market institutions, expand social protection, support workers and enterprises amid green and digital transitions, and deepen regional cooperation toward inclusive and sustainable development, which was approved at the ALMM level. The proposal is among the regional labor priorities being advanced toward consideration at the 49th ASEAN Summit.

ASEAN labor discussions continue to address emerging issues such as artificial intelligence, digitalization, climate-related transitions, demographic changes, and evolving forms of work. Through its support for previous ASEAN engagements, ILS has contributed to discussions on workforce readiness, skills development, labor market resilience, and stronger worker protections to help workers and enterprises adapt to changing labor market conditions.

As DOLE's policy research and advocacy arm, ILS contributes evidence-based policy insights and technical expertise to regional labor dialogues. Through its participation in the 29th ALMM, the Institute supports Philippine efforts to promote decent work, inclusive growth, and resilient labor markets, while strengthening cooperation with ASEAN partners on shared labor and employment priorities.
