QUEZON CITY – The Civil Service Commission (CSC) formally conferred the Certificate of Registration (COR) to the Collective Negotiation Agreement (CNA) between the Institute for Labor Studies (ILS) and the ILS Employees Association (ILSEA) on 08 January 2026 at the ILS Conference Room in Quezon City.
CSC Director Mira Michelle A. Brazil awarded the COR, signifying that the agreement complies with existing rules and regulations and is now officially binding on both parties. The ceremony was witnessed by ILS Executive Director Jeanette T. Damo, ILSEA President Joyce Anne S. Lumactud, and ILS personnel.
In her message, ILSEA President Lumactud emphasized that the CNA reflects the collective voice and aspirations of its members. ILS Executive Director Damo expressed management’s full support for the agreement, describing it as a “living document” that embodies the partnership between management and employees in promoting institutional productivity and staff well‑being.
The CNA 2025-2028 guarantees employee benefits, work-life balance benefits, and additional employee benefits to promote a dignified and harmonious workplace. It likewise reaffirms employees’ rights to self-organization, collective negotiation, and participation in decision-making processes affecting their welfare.
In 2025, ILSEA marked its 25th founding anniversary, underscoring its longstanding role in safeguarding the rights and welfare of its union members.
