As global energy markets face renewed uncertainty amid ongoing tensions in the Middle East, the Philippines is reinforcing its commitment to energy security through a forward-looking transition to renewable energy—anchored in building a skilled and future-ready workforce. 

In response to these global shifts, the Institute for Labor Studies (ILS) highlights the country’s growing renewable energy (RE) sector as a key driver of economic resilience and employment generation. The ILS study titled “Green Jobs and Renewable Energy: A Sectoral Human Resource Development Roadmap” shows that the sector generated over 357,000 jobs as of 2022, with even greater potential in the years ahead. With projections pointing to the creation of hundreds of thousands of additional jobs by 2050, the Philippines is well-positioned to harness opportunities from the global transition to clean energy. 

Educational Transformation and Skills Development 

To realize its potential, the study outlines several strategies, beginning with educational transformation and skill development. A key recommendation is the integration of green skills and career pathways into education and training systems, including technical-vocational programs and higher education curricula. Beyond curriculum development, the study also underscores the importance of supporting RE companies to improve labor outcomes and ensure sustainable career pathways in the industry. This includes providing access to green financing and fiscal incentives to encourage investments in workforce development and long-term business sustainability.  

Governance, Social Protection and Just Transition 

Alongside these initiatives, policymakers are urged to strengthen governance, social protection, and just transition mechanisms within the RE sector. The study emphasizes the need to protect workers' interests during the transition process. This includes establishing strong tripartite linkages and collaboration among government, employers, and workers to generate shared insights, address sectoral needs, mitigate risks and develop a sustainable roadmap for the industry. The study also highlights the importance of comprehensive social protection measures, including insurance coverage, emergency employment programs, and labor education on occupational safety and health, to support workers as the sector evolves.

Powering a Secure and Sustainable Future

Transitioning to renewable energy is not environmental sustainability - it also about strengthening national resilience. By equipping the Filipino workforce with green skills and competencies, the country can reduce its vulnerability to global fuel crises and energy disruptions.  

More importantly, this transition presents an opportunity to generate stable and long-term employment for Filipino workers. A just transition ensures that no workers is left behind, ever as new technologies are introduced. Through updated education systems, targeted support for RE companies, and strengthened social safety net, the shift can be made more responsive to the country's development needs. By bridging the gap between the current workforce capabilities and the skills required for a growing RE sector, the Philippines can secure a more resilient, inclusive, and a self-sufficient energy future.
